What Does It Mean to be Fluent in Another Language?

Learning a language takes some serious time commitment and practice. I’ve started to take some Spanish classes and I’m nowhere near the level of reclassifying my language level.  For those  who are learning another language or re-thinking their fluency level, read this GoMexicoGuide post and comments on “How Do You Define Fluency?”.
